10% IVA on house renovations - paperwork required, etc.?

I understand that it's possible to get IVA reduced from 22% to 10% on house repairs and renovations. The Surveyor/Project Manager has sent me a form  to sign for the builder to be able to charge only 10% and get parts & materials at a reduced rate.
Is anyone familiar with this and do you know where I can find out more details about how the scheme operates, restriction, etc.?

DICHIARA
Sotto la propria responsabilità che i materiali/lavori forniti da codesta ditta sono da impiegare/effettuare nell’edificio sito nel Comune di Canosa Sannita (Ch), alla Via Fonte Bianca (o Via D’Azelio)  :
-   Per interventi relativi alla S.C.I.A. n° 895   del   14/03/2018                 
per lavori di manutenzione straordinaria.

-   Che le opere sono soggette ad aliquota IVA del 10%
-   Che l’edificio non è classificato di lusso.
Si richiede pertanto ai sensi della Legge 457/78 art. 31 e successive modificazioni e integrazioni, l’applicazione dell’aliquota IVA nella misura del 10%.
Sarà mia cura comunicarVi tempestivamente ogni fatto e circostanza che mi faccia venir meno il diritto dell’applicazione dell’aliquota di cui sopra.

Do you have a commercialista?  My advice would be to run everything via them first. I can't remember how much of this is dependent on being a resident or not. Before we knew what we were doing in the early stages of a big reno (we've done two now) we got tripped up by all sorts of things like not paying in the right way with the right 'dicitura' etc. Get some professional help rather than anecdotal advice.
